Secondment


Policy Statement


Where all parties agree, current permanent employees may be assigned to another position or set of duties and responsibilities on a temporary basis not normally exceeding 12 months. The seconded employee shall continue to receive his/her current salary scale and shall return to his/her regular department or position upon completion of the secondment. Either party shall have the right to terminate the agreement upon the provision of written notice.

Application

This policy applies to all permanent employees in organizations scheduled to the Public Service Commission Act. Bargaining Unit employees should also consult their respective collective agreements, where necessary conditions of respective collective agreements apply. Secondments into the public service from the public sector will require the pre-approval of the Public Service Commission.

Definitions

Secondment
The assignment of new duties to current employees, or the assignment of a current employee to another existing position, for a temporary period of time
(up to twelve months). Extensions beyond twelve months cannot occur without the approval of the Public Service Commission. During the secondment period, the current employee will continue to receive their regular salary. Typically, these assignments are used for developmental purposes or for extra assistance on a specific project.

Responsibilities

Departments/Agencies:

It is the responsibility of Departments/Agencies to:

  • obtain a written letter of agreement outlining mutually agreed terms and conditions for the secondment.
  • If the secondment is a developmental opportunity, it must provide the employee with assignments that are beyond the scope of their regular work duties.
  • if an extension of the secondment is required beyond 12 months, the department shall seek the approval of the PSC.

Public Service Commission:

  • The Commission, through its Staffing Action Monitoring Process, will follow up on all secondments to ensure compliance with this policy.
